Where is this list generated from? I can think of a number of 3200m runs in recent years that should be listed...or is this strictly for indoors?

im pretty sure christo landry ran 8:48 for 2 miles at NON his senior year

I'm pretty positive that it is strictly indoors from the Jack Shepard High School Track books, which has not published this year's book which would include last year's times with the likes of Spooner, Dorrell, and Witt.

actually christo landry ran it at the adidas outdoor championships and it is 8:44 converted 3200

Bynum Merritt of Woodberry Forest ran a 9:14.2 2 mile indoors at the Naval Academy in 1974 (or 73).
If you are counting outdoors, Robbie Perkins of Collegiate ran a 2 mile in 8:57.6 at the State Private Schools meet at Woodberry in 1973.

The list is from indoor from 1974 - 2005. Shepard had a cut off at 9:12.6 for his list for 1974 and his all-time list had a cut off at 9:05.2 for that year.
